Sun sign “astrologers” have been telling us Pluto’s movement into Aquarius will bring change and power to the people, a swing to the left in the political world.
They contrast this new world order with the old one, where the same planet in Capricorn brought about an upswing in global capitalism, an obscene number of billionaires and a pronounced shift to the right in geo politics.
It’s early days but a recent change in political momentum might be suggesting there’s something in it.
This year, as Pluto tentatively took its first steps into Aquarius, the Labour Party have taken over in the UK and the French have unexpectedly managed to claw back some of the gains made by the far right.
One of Pluto’s major hits was square to President Biden’s Taurus Moon as Dementia Joe was unceremoniously bounced off the Democrat ticket and replaced by a young, vibrant, forward looking Aries Moon, Kamala Harris.

So is it that simple? Pluto in Capricorn equals right, Aquarius says left?
If we take the trouble to look a bit further, it clearly is not that simple, because one of the first things that Pluto did when it moved into Capricorn was trigger the world banking crisis (certainly not the best moment for global capitalism) and move Barack Obama into the White House (ditto for the right wing politicos).
Obama was President for 8 years, half of the time that Pluto spent in Capricorn. So if this sign placement is all about right wing politics, how do we explain the first half?
By looking at the charts of the two political parties in the US.


There is much that can be written about the place on the political spectrum of both parties by comparing the Democrats Capricorn Sun/Neptune conjunction and Virgo Moon with the Republicans Libra Sun and T square apex Aquarius Moon.
But I’m not going to go into all that.
For the purposes of this article I want to look at transits and power shifts.
Note that both Suns are around the middle of Cardinal signs, so the real impact on the US political scene of Pluto’s transit through Capricorn would be when it was between 16 and 20 degrees of the sign.
Which happened between 2016 and 2018.
No-one in the right mind word argue that the transition between Obama’s Presidency and Trump’s was not massive. For both parties.
The Democrats laboured under an assumption that a transition to a Hilary Clinton Presidency would be seamless.
The Republican Party was transformed from an old school conservative Party to a MAGA dominated quasi libertarian ogre.
This is another example of how astrology actually works. Not as some kind of generalised sign based shift where 2008 is the turning point for the whole world from a Sagittarius experience to a Capricorn one.
Astrology is about planetary aspects to individual charts.
So if you have two such important political charts in the US with their Suns in square to each other, changes in power will occur when the slow moving planets make aspects to those Suns.
The main reason I write about Pluto so much is because its transits are so powerful and almost always accompanied by life changing turning point events that are so clearly visible as to prove the effectiveness of astrology.
If we check the last time Pluto was in these degrees of a Cardinal sign (16 – 20 Libra), was 1979 – 81.
This marked another powerful shift to the right with the election of Ronald Reagan after the years of Democrat Jimmy Carter.
It’s interesting that Pluto was conjunct the Democrats Sun in 2016 and conjunct the Republicans Sun in 1980.
So does that mean that Pluto’s transits would always mark a swing to the right then?
Not necessarily. Pluto is about change and transformation. So whichever party is in power will be turfed out with a Pluto transit.
If we go back further to when it was transiting between 16-20 Cancer we come to the years 1928-32.
In the 1st 70 years of the Republican party’s history, it had controlled the White House for all but 20 of them.
For the 10 years leading up to this transit, they controlled the Presidency and both houses of Congress.
In 29th October 1929 the Wall Street Crash occurred with a retrograde Pluto at 19.36 Cancer exactly square to the Republican Sun. This event was followed by the Great Depression.
The Democrats took control of the House a year later and in the next Presidential election (1932), Herbert Hoover was dumped and Franklin Delano Roosevelt was elected.
The Democrats also took both houses and maintained this control over all three for 20 years.
It’s arguable that the only real political change ever to occur in the US was with Roosevelt’s New Deal which came as a result of this Pluto transit.
These Pluto turning points are when the planet is aspecting both parties Suns. What about when it hits one of their Moons?
Pluto formed it’s first transit to the Republican Moon (a square) in 1880-81 as James Garfield was elected President and they retook control of both Houses of Congress.
The opposition occurred in 1955- 57 when Eisenhower’s Presidency interrupted a near 40 year run of Democrat control of the White House and Congress.
The next square happened in 1995 as the Republican Party took control of both House and Senate during the Clinton administration.
Pluto made it’s first transit to the Democrat Moon (a square) in 1911-13 when they took control of both houses of Congress and the White House under Woodrow Wilson.
The conjunction occurred in 1970-71, under a Richard Nixon as President, but the Democrats held both House and Senate.
The square in 2007-08 saw the Democrats take back both houses of Congress and Barack Obama was elected President.
So Pluto transits to the parties Moons point to similar power shifts but on a smaller scale than those to the Suns.
What about Neptune?
The Democrat chart has a close Sun/Neptune conjunction.
Neptune’s transits seem to be generally favourable to them.
Between 1897 and 1911, the Republican Party controlled the Presidency, the House and the Senate.
This was brought to an end by Neptune’s transit between 16 and 20 Cancer in 1909-11.
Neptune was between 16-20 Libra in 1950-52. Even though it was conjunct the Republican Sun and square the Democrat Sun, there was still a blue sweep as Harry Truman held both houses of Congress.
This scenario was repeated with the Democrats Neptune Return to those degrees of Capricorn in 1992-3 under Bill Clinton.
How about transits to the Democrat Moon?
FDR’s unprecedented 4 Presidential election wins and Democrat control of Congress included Neptune’s conjunction with the party Moon .
But the squares of 1900 and 1983 coincided with Republican domination as did the opposition in 1860-61.
Neptune’s first aspect to the Republican Moon (a square) occurred in 1887-88, when Democrat Grover Cleveland took over after 16 years of their dominance.
The opposition fell in 1927-28 when the Republicans held all three under Calvin Coolidge.
Neptune was square to the Republican Moon in the early days of Richard Nixon’s Presidency in 1969 but he did have to deal with an all Democrat Congress.
Neptune struck again with Barack Obama’s control of both houses in 2010-11, when Neptune was conjunct the Republican Moon.
Overall though, Neptune transits seem to favour the Democrats.
Whereas Uranus generally seems to support the Republicans.
Uranus was square the Republican Sun and opposite the Democrat Sun in 1869-70 as Ulysses Grant took back the Presidency for the Republicans and held both houses.
The conjunction for the Republicans happened in 1889 as Benjamin Harrison regained control of all three after Cleveland’s Democrat Presidency.
The square in 1909 occurred with total Republican control under Theodore Roosevelt.
The opposition happened in 1931 in the final period of Herbert Hoover’s Republican Presidency but this transit was probably overshadowed by the Pluto one that was to bring FDR to power.
The square in 1953-54 occurred during Eisenhower’s Presidency, the only time in over 70 years when the Republicans controlled all three.
The conjunction was in 1972-73 with Republican Nixon in the White House. However it’s worth mentioning that this transit coincided with the Watergate break in, which eventually became a turning point in both parties fortunes.
The square in 1993 coincided with Bill Clinton’s first year in office and Democrat control of both houses of Congress, however this transit would have been completely overruled by Neptune conjunct the Democrat’s Sun.
The square in 2015-16 brought Donald Trump to power.
Uranus aspects to the Republican Moon have also generally favoured them.
The opposition in 1877-78 saw Republican Rutherford Hayes in the White House with Senate control.
The square in 1897 saw William McKinley take over all three after the Democrats had them all under Grover Cleveland.
The conjunction in 1919 brought an end to Democrat Woodrow Wilson’s control of Congress and ushered in a decade of Republican dominance.
The square in 1941-42 occurred when the Democrats controlled all three under FDR but as we have seen this aspect was overshadowed by Neptune’s conjunction with the Democrat Moon.
The opposition in 1961-62 saw JFK control all three but this was also overshadowed by Neptune’s conjunction with the Democrat Mars.
Incidentally the two parties Mars are in tight square aspect, Democrats at 12 Scorpio and Republicans at 11 Leo, so in the early 1960s, Neptune was also square the Republican Mars.
Uranus square to the Republican Moon in 1980-81 saw Reagan’s election and another power shift in their favour.
Likewise in 2002 with the opposition as George W Bush took control of both houses.
All in all we can see that Pluto transits to either Sun or Moon will change the status quo and kick out whichever party is in power at the time.
Neptune generally favours the Democrats and Uranus the Republicans unless there are stronger transits from one of the other outers.
Of course we won’t have any major Pluto transits to the parties Suns for another 60 years when it’s in mid Aries.
Even Uranus in mid Cancer doesn’t happen for at least a decade.
What we do have at the moment is Neptune opposite the Democrat Moon and Uranus square to the Republican one.
So which way will this go?
These transits create complications and this was one of the reasons that the 2024 Presidential election was so much more difficult to call than the 2016 or 2020 ones had been.
While Joe Biden was at the top of the ticket, they were adding to the inevitable Trump victory, but since Kamala Harris has replaced him, her progressions should be enough to take the White House.
So how to see the Neptune and Uranus transit then?
The last time Neptune opposed the Democrat Moon was 1860-61, when the Republicans controlled Congress and the White House under Abraham Lincoln and the Civil War began (both were very different parties back then).

If we take a look at the Inauguration chart for 2025, with it’s tight Sun/Pluto conjunction, there looks to be every chance of a repeat.
What to expect from all of this?
I’m going for a narrow victory for Kamala Harris, but that the Republicans could well take control of both houses of Congress.
This would mean that Harris would encounter the same difficulties that her predecessor Joe Biden has had in being able to get her legislative programme past the House.
I feel sure that most Republican politicians would take this as a win, because although they will never admit it out loud, they are all sick of Trump and his nonsense.
They would much rather a Congress neutered Harris in charge, so that they could jockey for position to be the one who takes the Presidency away from her in 2028.
Checks and balances indeed.
We would also have to expect all kinds of trouble from the MAGA hordes, particularly if their hero gets given an orange jumpsuit.
They could again descend on DC.
